TCR is the Temperature Coefficient of Resistance, which is how the mods "measure" the temperature, certain materials resistances change as there temperature changes, (so actually your mod is measuring the change in resistance of the wire as it heats up, not it's actual temperature).
TCR M1 is just a memory setting that you can program with it's own TCR rating of a material as you choose, (there are three of these settings on the VTC mini). In order to access these, switch mod off, then hold down fire and + buttons for a few seconds, it will bring up your three memory settings that you can program with your own TCR's

These are not just random numbers that can be inputted, they have to coincide with the material being used on that setting.
On the webpage where you downloaded the firmware update for your VTC from, there is a link "How to use TCR", this will download an Adobe document that gives a bit more of an explanation.

W.r.t. 316 ss, you don't have to do anything, the new firmware updates your stainless steel wire setting specifically to the 316 TCR, it actually says "TEMP SS316" on the screen, just select this setting when using 316 stainless wire.

Edit: Fractious beat me to it :)

Thanks guys . . . I guess the tech stuff is just still above my level of understanding but then again maths and science (not chemistry) was always my downfall.

    Thanks guys for this..
Guess Wyvern and I are fighting over the doffie dunce hat cause I just as clueless with this...
    Question I have is this
Do we need to set these values or are they set already in defaults..
In essence can I throw in a nickel coil and set nickel and vape or does one off these M thingies have to configured for nickel

The nice part is that you really don't have to use TCR, they just added it for the tinkerers to play with :)

So far, the VTC performs very well with the stock settings...but it does add some future proofing. So if, for example, we start coiling with unicorn hair :)p)...we can just use the TCR values for that instead of having to wait for an update to add those TCR values as a preset ;)

And just to confuse things more..got this from other forum thread...

It means that you can vape on other wires available for TC and not just those preset on the device.
On the Evic Mini you have to multiply the actual value by 10 as per their instructions here. Thus, on the Evic Mini, for SS304 you have to input 0105. Below are the TCR values.

The new 3.01 firmware update is now available:

    http://www.joyetech.com/mvr-software/?sid=155

    What’s new in Version 3.01?
Newly added Start Mode for those who are new to the CUBIS and BF heads. You can easily get started. The BF SS-316 and BF Clapton series heads can be applied under this mode. Based on it’s resistance, there will be an recommended output range with the dash line marking the maximum. You can get the best vaping experience when using in this recommended range. Still you can adjust the wattage beyond the range as to your preference.

Note: 1. The Start Mode will aromatically save ten groups of output settings. Each resistance contains an output power setting. It can be adjusted and will be saved once you changed the output wattage.
Note: 2. When ten groups of profiles are saved, the first profile will be deleted if a new resistance is added. And it is the same to continue.
Note: 3. On the display, the dash line with the word BF represents the recommended maximum output wattage for current BF atomizer head.
